Double Success for Malcolm Scott Consultants and Plants Galore

Planning permission for Retention of the Retail Use, a Replacement Dwelling and Highways Improvements at Plants Galore

Malcolm Scott Consultants Ltd have gained planning permission for the retention of the retail use at Plants Galore, Newton Abbot, together with a replacement dwelling and highways improvements. The site had been used as a nursery for Joyners Plants for many years. However, changes in the market led to the introduction of retail onto the site to keep the business going and keep staff.

The Plants Galore Plant Supermarket outside Newton Abbot comprises a 2,500m² retail area within the broader nursery site.

Following lengthy unsuccessful discussions with the planners, Plants Galore instructed Malcolm Scott Consultants Ltd to oversee matters. The Council had issued an enforcement notice requiring the retail use to stop. An appeal against an enforcement notice was lodged, together with an application for planning permission for a replacement dwelling and highways improvements. A Retail Impact Assessment carried out by Malcolm Scott Consultants Ltd was an important factor to the Inspector in allowing the appeal. The decision will allow Plants Galore to continue selling plants grown on their other nurseries, together with imported plants and sundries from their Newton Abbot store.

Tony Joyner of Plants Galore said “My brother, I and our entire family would like to thank you for achieving this result. It’s obviously very important for us”.
